Each annual session of the UN Permanent Forum on Indigenous Issues focuses on a specific thematic issue. This article reviews the key themes discussed at recent sessions from 2022 to 2026, highlighting the issues at the forefront of international policy on Indigenous Peoples' rights.

Background

The UN Permanent Forum on Indigenous Issues (UNPFII) convenes annually for ten days at UN Headquarters in New York. Each session addresses the Forum's six mandated areas — economic and social development, culture, the environment, education, health, and human rights — while also focusing on a specific thematic issue chosen to reflect current priorities in Indigenous rights policy.

The selection of annual themes reflects the evolving priorities of the international Indigenous rights agenda and provides an opportunity to focus global attention on specific challenges facing Indigenous Peoples.

Key Developments

25th Session (2026): Indigenous Peoples' Health and Conflict

The theme of the 25th session, scheduled for 20 April to 1 May 2026, is "Ensuring Indigenous Peoples' health, including in the context of conflict." This theme reflects growing concern about the disproportionate impact of armed conflicts and humanitarian crises on Indigenous communities, as well as persistent disparities in health outcomes between Indigenous and non-Indigenous populations.

24th Session (2025): Implementing UNDRIP

The 24th session, held from 21 April to 2 May 2025, focused on "Implementing the United Nations Declaration on the Rights of Indigenous Peoples within United Nations Member States and the United Nations system, including identifying good practices and addressing challenges." This theme reflected the ongoing effort to translate the commitments of UNDRIP into concrete policy and legislative changes at the national level.

23rd Session (2024): Self-Determination and Indigenous Youth

The 23rd session (15–26 April 2024) addressed "Enhancing Indigenous Peoples' right to self-determination in the context of the United Nations Declaration on the Rights of Indigenous Peoples: emphasizing the voices of Indigenous youth." The session highlighted the role of young Indigenous people as rights-holders and agents of change.

22nd Session (2023): Health, Climate Change, and Territorial Rights

The 22nd session (17–28 April 2023) focused on "Indigenous Peoples, human health, planetary and territorial health and climate change: a rights-based approach." This theme linked Indigenous Peoples' health to the health of their territories and ecosystems.

21st Session (2022): Business, Autonomy, and FPIC

The 21st session (25 April – 6 May 2022) addressed "Indigenous peoples, business, autonomy and the human rights principles of due diligence including free, prior and informed consent." This theme examined the responsibilities of businesses operating in or near Indigenous territories.

Analysis / Explanation

The progression of annual themes from 2022 to 2026 reflects a broadening understanding of Indigenous rights within the UN system. Themes have moved from business and economic issues (2022) to health and climate (2023), youth and self-determination (2024), UNDRIP implementation (2025), and health in conflict contexts (2026). This trajectory demonstrates the Forum's responsiveness to emerging challenges while maintaining a consistent focus on the foundational principles of UNDRIP.

The 2026 theme is particularly significant in the context of ongoing conflicts affecting Indigenous communities worldwide. The Forum's attention to this issue provides an opportunity for Indigenous Peoples' representatives to bring specific situations to international attention and seek concrete recommendations.
